各省、自治區(qū)、直轄市質(zhì)量技術(shù)監(jiān)督局，有關(guān)國(guó)家產(chǎn)品質(zhì)量監(jiān)督檢驗(yàn)中心：
根據(jù)我局《關(guān)于進(jìn)一步加強(qiáng)食品質(zhì)量安全監(jiān)督管理工作的通知》（國(guó)質(zhì)檢監(jiān)函[2002]282號(hào)）和《關(guān)于加強(qiáng)食品質(zhì)量安全監(jiān)督管理工作實(shí)施意見(jiàn)》（國(guó)質(zhì)檢監(jiān)函[2002]185號(hào)）的規(guī)定，經(jīng)我司審核，現(xiàn)公布天津市產(chǎn)品質(zhì)量監(jiān)督檢驗(yàn)所等45個(gè)質(zhì)檢機(jī)構(gòu)為第一批承擔(dān)小麥粉等五類食品質(zhì)量安全的發(fā)證檢驗(yàn)和委托檢驗(yàn)工作的單位。質(zhì)檢機(jī)構(gòu)名錄及驗(yàn)檢范圍詳見(jiàn)附表。
各質(zhì)檢機(jī)構(gòu)在工作中，應(yīng)當(dāng)嚴(yán)格遵守以下規(guī)定：
1、在指定的檢驗(yàn)工作范圍內(nèi)開(kāi)展工作，不得超范圍檢驗(yàn)。
2、承擔(dān)食品生產(chǎn)許可證發(fā)證檢驗(yàn)的，應(yīng)當(dāng)在省質(zhì)量技術(shù)監(jiān)督局的指導(dǎo)下，嚴(yán)格按照規(guī)定的要求，準(zhǔn)確、高效完成檢驗(yàn)工作。
3、承擔(dān)食品出廠委托檢驗(yàn)的，應(yīng)當(dāng)按照總局制定的《委托檢驗(yàn)合同范本》與委托人簽定委托檢驗(yàn)協(xié)議書，并嚴(yán)格按照協(xié)議書開(kāi)展檢驗(yàn)工作。
4、承擔(dān)食品生產(chǎn)許可證發(fā)證檢驗(yàn)和出廠委托檢驗(yàn)工作的，不得擅自將檢驗(yàn)工作委托給其他檢驗(yàn)機(jī)構(gòu)。
5、各地質(zhì)量技術(shù)監(jiān)督局應(yīng)當(dāng)加強(qiáng)對(duì)食品質(zhì)量安全檢驗(yàn)工作的指導(dǎo)和監(jiān)督管理。對(duì)違反規(guī)定的行為，根據(jù)情節(jié)依法予以嚴(yán)肅處理；情節(jié)嚴(yán)重的，總局將予以通報(bào)批評(píng)，直至撤銷檢驗(yàn)資格。
